I believe tire/wheel issues tend to manifest themselves more at ~55-65mph. The fact that your vibration is bad at slow speeds makes me think it is something else. But heck, I don't know.
I'd get new tires regardless as it isn't a good idea to have mismatched tires.

If only I had the money It's not bad for the car, is it? I mean, I can't afford to change the tires after I get her, and the tires on her all have decent wear. What should I do?

Mine gets a little shake at 65mph - unless I just rotated the tires, so I know at least which pair of tires includes the troublemaker. It's on the front right now!

Vibration at low speeds usually indicates a tire defect, not a wheel imbalance. Check the tires first like omegaic mentioned.

This is never a good sign. As in why didn't the owner have it fixed if it's such a non issue. As a solution if you really want the car, have the owner fix it and you'll promise a purchase as soon as it drives Ok.

Well, I know the guy, he's a family friend, a good one at that, and I know he wouldn't willingly screw me. he's just been too busy to go running back and forth to his tire guy (a good hike away) to try and get the last tire replaced. Still, though, I'm having Frank, my mechanic look at it. But I agree, anyone else it would be suspicious. Thanks
