As my subject line asks, how do you get the small blue "new" icon to appear beside your new thread? Is this done by the moderator after they have reviewed the message?

It will appear as "New" on anyone's screen before they have read the thread. Once they have read it, or checked the "Mark as Read" button on the top of any forum, then the "New" indicator disappears. A thread you write will probably never appear "New", because you've read it as soon as you write it.  That has no bearing on how it looks to other readers. |

A more simple explanation is a thread will be marked new if there is a post you haven't seen in it.
