Properly mounted and balanced? Using hubcentric rings to maintain proper hub bore? Condition of rear suspension components?

I put them on myself and then I went to the shop to have them tightened up so maybe I just need to have them balanced

Balance issues are 55mph and higher. 45 is kinda slow for a balance issue. What I would do is have your wheels balanced, the machine should be reading perfect after they put the weights on. Have your wheels hand torqued and then get an alignment done. Usually when an alignment is done, the tech checks for worn out suspension components. That way the alignment is true and accurate. Worn out suspension components also can cause shaking at lower speeds like that. The person preforming the alignment will tell you if any adjustments need to even be made to your alignment. Hope that helps

Yup check your sway bar and links for one, but I'd have the suspension looked over in general.

As RCA said inspect the sway bar bushings and endlinks. I'd also suspect shocks/springs.

Side to side motion is bad but since you asked you probably knew that. My MarkVIII got a little in the front end when it was ball joint / control arm time.
I am not good at diagnosing these problems unless something like a swaybar endlink is obviously broken. Star by jacking up your car (safely on stands), looking around then trying to move your tires up or down, in and out by hand. There has to be a decent ball joint or control arm inspection video on youtube.
