What would cause the voltage to drop 6 volts between the battery and the starter when trying to start the motor? I have a 1999 4.0. This happens even when an additional power source is attached to the battery. The voltage reaching the starter is still 6 volts or less. Battery has been tested and just in case, also replaced. We still have the same problem, car will not start or even crank over

So you touch a multi meter to your battery and it show 12.3 then while cranking take a reading at your starter and it reads 6.3?
Bad battery I suppose. Bad starter Bad cables in between.
Probably a one in a whatever chance of a half engaged neutral safety or other similar device.
Assuming it does not start I'd have my battery tested as that one comes out easily.

That is correct, 6.3 or less.

Yeah, I assume a battery lasts as long as a president. A starter is a hopefully once every 100,000 mile thing. Cables and their connections do go bad. You may get a visual warning of corrosion but ya never know.
I'm assuming it does not start.
So with them ideas I say lug the battery up to Advance/Auto/Reilly/Zone or the store of your choice and have the battery charged and load tested.
If it fails great! The problem is probably solved.
If not put some more details up, maybe some pros here will have advice besides just yanking parts.

Are you using a multimeter to measure? What voltage does the DIC say?

Bad starter/solenoid. Pretty big amp draw if nothing is moving...
