I have a 1999 aurora and the lights will not turn off, which ends up draining my battery. Had a shop look at it and they said all the fuses are fine but failed to check the lamp control module. I can fix this myself but have no clue where it is or what it looks like. I end up having to pull my seat up, pull the fuse over night and put it back when I have to drive at night. It's annoying. So how do I get to this lcm?

Could be the LCM or the actual MFS.

Might sound kinda crazy but have you checked the position of the lighting switch on the left side of your steering column? Sometimes they don't line up and the parking lights could be set to on as I've seen (especially on other old GM's).
