I had the ECU on my '99 Aurora replace after it went bad. (Possibly related, but don't know) After picking the car up with the new ECU, the fuel gauge worked normally until the tank is low. Then, during the last galleon or two in the tank, the fuel gauge goes from displaying empty to displaying full. The car runs out of gas just as the fuel gauge reads full! Fill the tank, and normal operation continues until the tank gets low again, and the cycle repeats.
The fuel used sensor (thankfully) works correctly, but the range computation jumps up using the fuel gauge reading as its multiplier for range, so I don't get any low fuel warnings.
Has anyone ever seen this? Could the shop have flashed the wrong firmware on the new ECU?

Haha, as much as I'd love to throw your dealership or independent shop under the bus, this is actually a pretty common problem.
The level sender is going bad... Here are some videos explaining what's going on and how to fix it;
(Yes, it's a Bonneville, same principles apply. Parts needed may differ...) HTH

Yep, common problem. There is also a different approach to get the same result here.

When I got my car, the rear view mirror had been re-glued . The glass shop left the mirror unplugged [ Compass ] suggesting letting the glue cure for a few days . The Gas Guage worked fine with over a half tank . Below 1/2 tank, it zoomed all around, going from full to empty. I plugged in the Compass, and the guage starting working correctly, not perfect, but way better . I don't drive much, so when the guage reads 1/2 , I put $ 20 Dollars worth in. This gives me 3/4 to 9/ 10 and I reset the trip odometer . I was cautioned not to fill until it overflows, leave headspace, so the $ 20 worth approach works for me .
