So I was playing with my Tech 2 and when monitoring the torque converter, I notified it never goes above 50% duty cycle which still allows a lot of slippage and decreases my fuel economy, etc. When I command the car to go into 99%, instantly my fuel mileage is muchhhhhhh better and it doesn’t keep trying to downshift at the slightest incline or small hill like it does normally.
Does anyone know why my tc wants to not-be-fully-locked-up?

I would say bad TCC solenoid or connector/wiring issue... But since you can make it work through the scan tool, that's out.
I'll have to look it up in the "good book"...
