So the old 95 has been doing ok but here lately it's been running pretty crappy it idles up and down and it's down on power and it backfires a lot the only idea I had was fuel filter and I have no idea how to change one

It is possible to check fuel pressure and see if the fuel system is the problem. Any check engine light codes? For my 97 it was always the plugs, coil packs or wires. There is almost no limit to the possibilities though. So I guess, any codes?

No codes and I dont know how you would go about checking fuel pressure

It could be a lot if things including the fuel filter. Plugs, wires, coils, fuel pump, vacuum leak, etc.
