My 1997 Classic has this really annoying shake in the rearview mirror. It seems to be shaking from the joint in the mounting arm closest to the windshield. Is there any way to tighten this up?

Mine shakes too, but I don't think it's for the same reason as urs. All I gotta do is turn the volume down and my problem is fixed.

If you remove the mirror from the mounting clip glued to the windshield, I'm thinking there may be a small screw or hex bolt that can be tightened up. Not positive on that, but it seems like the most logical way to reach it if so.

I've looked at 3 mirrors recently - the only screw is a Torx screw that fastens the mirror to the steel mounting clip that is glued to the windshield. If that screw is loose, it could explain the vibration.
The mirror body connects to an arm which has a ball and socket joint at each end, which in turn connects to the part that screws onto the windshield clip.
There doesn't seem to be any obvious way to disassemble either the mirror or the ball and socket assemblies, so there is no way to tighten up the connection. It looks like one would have to pry the two mirror body halves apart to get started.
My OEM mirror is losing its 'grip', which is to say that the ball and socket joints are getting weaker, and tend to let the mirror droop in reaction to rough road. Kind of a pain - the new mirrors that I have are nice and tight. One is installed - just need to get the compass part working.

If i remember correctly the '97s are mounted not with a torx screw, but spring loaded clips inside the bracket. My '97 was loose when i got my car, and i replaced the mirror with a better one from a newer car.

My mirror does the same thing since I had it put back on. Is the mirror on a 98 the same as on the 97s
