If the fuel pump fuse isn't getting power, you have to follow the schematic upstream. There has to be a common denominator. Could be the ignition switch or connector. Maybe your vats isn't getting good connection and reading wrong resistance? Wow Bob! Reading through this again I see you did say it could be the ignition switch in the beginning of the thread. At the time you said this, I didn't really know what an ignition switch was and what it controlled so it didn't register with me, I did not know there was a difference between the ignition switch and ignition lock cylinder.
