I have a 1999 Aurora my Aunt just gave me, the ABS And Trac lights have been on for years. I just tested and found 2 solenoid valves are testing open in the BPMV. Can these be rebuitl, or do I have to repalce the whole body, or ??

First, welcome to the club!
ABS and TRAC lights together often point to wheel speed sensors or their wiring. Have you checked these? What codes are you getting and how exactly did you test the BPMV? I'm not sure that these are serviceable or even available new. If the BPMV is indeed faulty, a salvage yard may be your only option.

I'm not getting any codes, I've tried 2 different scanners, neither can read the EBS module. The cruise control works, so I'm thinking the speed sensors are ok. I bought the service manuals for this specific car. While doing different trouble shooting charts, I discovered 2 solenoids in BPMV read open, the others all fall within the ohm range given. I have called and emailed numerous junk yards, to no avail yet. I hate to think I have to junk a nice car like this for 1 part.

I doubt the cruise control uses the wheel speed sensor data. Probably uses the speedometer..
