My wife has a 2000, and the radiator fans will not turn on. The fans work. I know because, as a temp solution to get her home, I pulled the fan control relays and wired across them, and they came on. The temp gauge in the dash works, shows the car getting hotter and hotter, so i don't think it's a problem with the temp sensor or PCM, but since there are two wires that control the relays from the pcm, i wouldn't think it's a wiring problem either, since everything else in the front fuse block controlled by a relay works fine as far as i can tell.
Anybody have any idea what the problem is?

I would still check the power at the relay. Your short tells you the power is good from the relay down to the fans. With the gauge working the temp sensor is working. I am betting the relay. ...gene

Tested all 3 fan relays, lol then every relay in the box. They're all good. All the fan relays have voltage at 3 terminals also. It's weird. Maybe the 2 control wires from the PCM are broke. That's what I'll check next I guess. At this point I'm about to wire another relay from the ignition relay to control all the fans and just have them come on when the car is running because I don't know what to do
