A couple of us here had the same "turn the key and wait" problem, and IIRC it was the battery. Definitely was on my '97. Mine was more of a 5 sec. delay at most though...but maybe yours is in worse shape??
I'd start w/ the battery. It's under the back seat and easy to get to, unless you have car seats for the kiddos like me! I had the batt tested at an auto parts store just to confirm and yup, it was weak. New one and ~2 yrs later no more waiting to get going.
Now if you said the starter actually starts cranking or making some kind of noise before spinning up to speed, than that would sound like a starter issue.

Be sure you're sitting down when they quote you a price on the new battery. I went with GM Delco, and it wasn't exactly cheap.

WOW , wouldn't have thought of battery. Will check it out. If this is NOT the problem, can you suggest other possible sources [ besides starter ] THANKS again Jim

Perhaps ignition switch for another idea.

I'd also take a look at the positive terminal under the hood. That could corrode just as easily as any other battery terminal or junction. Even if it's clean, disconnect and polish up the stuff you can't see.
Grounding is also a known issue with the classics, even when perfectly clean - which I doubt if they're not maintained regularly. I remember seeing an "upgrade" that involved adding a couple extra ground straps here and there to "balance" the systems.
The delay is a new one on me ... does the system do a self check, scratch it's digital head, and then say to heck with it ... good enough?
(Cute ... I just noticed the board edited my post from heck to heck ... Oh, look ... it did it again. Hell!! <G>)

I'd suspect the starter solenoid actually. For the price of the solenoid, I'd suggest replacing the whole thing though. It's not as bad as you'd think, being under the intake, because you don't have to disconnect everything and remove the intake. You can just remove the intake bolts, intake duct and some minor things to get the intake free enough to lift, reach inside and replace the starter. This is actually a good time to inspect for leaky injectors too, if you leave the fuel lines connected like I did.
