Has anyone encountered this strange problem? The pedal sticks at the beginning of the travel - like a magnet is holding t back...and then after that point it is okay.
THe problem is parking when you want to just give it a tiny bit of gas to move - but the pedal "sticks" and needs more pressure - finally it 'gives' but of course you are giving it now more gas than you expected (due to the extra foot pressure)
Lubed the entire cable in and out but it seems to be in the throttle assembly
Any ideas?

Definitely sounds like the TB to me; the ol' sticky butterfly valve to be specific. There's a write-up of how to clean it in the Classic maintenance section, it can't be all that much different for the 2nd gen.

Did that operation just involve cleaning? or parts replacement?

I had the same problem on my 96 and cleaning the TB fixed it. The TB had quite a bit of black slime stuck to it.
onehunglow, it just involves cleaning, no parts, you just need a can of TB cleaner.

Ditto ditto ditto. Clean your throttle body, and you'll be set. Here's the thread from the Classic forum, and as mentioned the cleaning technique should be very similar for the 2nd-gen. The only difference might be exactly how you disasseble your air intake hose and MAF screen from the throttle body itself.
