Those are HTML tags ... I'm not sure if BBcode (the square-bracketed tags we use here) has a marquee option. Even if it did, I'm pretty sure the HTML version will make a marquee of text but not an animated .gif of a train like you have. P.S. I have seen that movie (Polar Express) way too many times the past week. My 3yo son just discovered it this year (it was dug out with all the Christmas decorations) and he's hooked.

Just about any forum type site will not allow you to put html directly into the page. The reason is then people could totally exploit the site. You could put in javascript, page redirects, all kinds of nasty stuff. So there are "UBB" code equivalents that are in square brackets, and the server turns them in to html. But only a few things are supported, and marquee is not one of them.
You could accomplish the same thing with an animated GIF file though, and post it like a regular image. It would be a little bit of work though.
