Looks like some sort of oxidation. Could be cause by anything. Salt, fertilizer, or just bad paint.

Too much scrubbing !!
Not really, looks like to much salt on the road ar corrosive chemicals used on ice.
Where is this car from anyway ? Wonder what the undersides look like ?

My '03 looked like this a year ago in '06. GM put like 1 layer of chrome on the wheels. Whoever I talk to said that they did a crap job on the wheels. I was the scond owner and do not know how how they were cared for. The problem is the same thing happened with my '99 Intrigue wheels.
Gm will claim abuse of the wheels. I have had other chrome wheels that have lasted for decades.

Yeah, that's a chrome wheel, believe it or not.. Looks like brake dust could have been a contributing factor...

Looks like paint, not chrome.

More then likely the wheel got a lot of road salt on it and noone cleaned then and after the salt got throw the paint water and brake dust and more salt got under the paint and ate away at the wheel and paint from the under side. gm on there new wheels didnt seal them well so about every 2 to 3 weeks you need wash the back side of them if you drive a good bit.

From the look of the rim, I would be curious as to the up-keep of the vehicle. Even though the chrome plating wasn't a strong point from GM, it looks like there was neglect in keeping a good appearance. If your truly interested in this vehicle, I would ask many questions.

Believe it or not I have a good idea. Detailing cars a few years back we used to use accelerated butyl on plastic hubcaps. We had a noob on wheels that day and the goober used the butyl on chrome rims. Needless to say they turned out looking exactly like that picture and the shop had to buy the guy a whole new set of rims. That, subsequently, was the guy's last day on the job.
