My 99 is running terrible ... the check engine light has come on before but it's never flashed as its doing so now. Is this a catastrophic warning ?

Yes it is. As best I know it normally means the engine is running very rich and dumping raw fuel into the exhaust and damage to the catalytic converter will result. It'd be best to not drive the car.

x2 Mine did this because fuel pressure was only at 35 pSI and causing the multiple random misfires (so i think)

Yup, multiple misfires. The light flashes to warn you not to drive because as was said the misfires could cause damage to your catalytic converter.

If you have a decent smart phone there are amazingly cheap blue tooth code readers. The code might tell you which cylinder. Next tool to use is a multi meter. It will let you test resistance and connectivity in your plug wires and coil packs.
