OK, when you adjust the temperature setting at the HVAC unit (or with the the steering wheel controls), do air temps rise or fall equally on both driver and passenger sides?
If yes, your passenger temp adjuster or it's wiring is bad. If no, your passenger temp valve actuator is bad.

The passenger adjustment may not do anything if the interior temp is too far from the setting. In other words, if you leave the desired temp at 60, the passenger dial will NEVER do anything. Once the interior reaches something close to the setting, the passenger dial becomes effective.
I had the same question when I got mine, and discovered this while investigating the actuator functions. The passenger dial did nothing until I raised the desired temperature setting to something in the low to mid 70s, and then I could see that actuator react to adjustments in the dial.
Mine's a '99, but I don't think the second-gen HVAC is substantially changed.

The passenger adjustment may not do anything if the interior temp is too far from the setting. Very true, only a +/- 3 oF adjustment range from the master temp setting...
