Whenever I buy a new filter, there is an o-ring. However, the cap has one big o-ring that isn't the same(so I dont replace it) whats the second, smalle o-ring for?h

Look up the filter on RockAuto. Most (all?) of the Fram filters say:
"Cartridge Oil Filter; Supplied o-ring not for 3.5L Engine. Re-use Viton 0-ring"
And if you're using Fram filters, quit, lol!

I recently purchased a new oil cap that the filter sits in for $25 CAD off of rock auto since it went with my order. The o-ring with the filter is for every car that filter the it is used for except for the Oldsmobile 3.5l engine. Going back to the oil cap, there should be two green o-rings on it. (check out image below) If you get a new cap off of rock auto you might as well purchase a new oil drain plug gasket, it cost like a buck and it is shipped from the same warehouse or at least it did for me. As for filters I don't like fram or eco core filters, i think the plastic inner core allows to much flow and seems alot different from the OEM design, I like WIX to be honest if the price is right. www.rockauto.com/info/342/12553683_Alternate1__ra_p.jpg
