Just wondering if it is normal for the climate control fan speeds to max out when first activating air position? Seems like no matter what position its placed on, the fan always blow on high and has to be turned down to speed preference.

I guess it's normal. Both my 97 & 98 do it.

When you select an air position it defaults to automatic fan which then tries to meet the set temperature after sampling the interior temperature. Since those are usually far apart it uses max speed to get there as fast as it can.

from 2001 Oldsmobile Aurora Owner's Manual, Sect 3, page 4:
"When the system is set for automatic operation, air will come from the floor, the panel outlets or the windshield outlets depending on the temperature inside the vehicle, the outside temperature, the engine coolant temperature and the sun load. Fan speed will vary as the system reaches and maintains the comfort setting you have selected."
