Here we go again. I know these cars have multitudes of electrical gremlins (at least mine does) so I'm not surprised by this one. Windshield wipers doesn't work at all. I've had issues where they were sluggish (go up half way and started jumping is the best way I can describe it) and sometimes would stop in the middle of the windshield, which is terrifying on a very rainy day. I've checked what I think is #3 on the fuse box under hook and fuse looked fine. I'm not sure where to start and I dont want to throw parts at it and waste money. Also Im not good with multimeter or test light as I've never used one. Any input would be greatly appreciated.

The issue with the Wiper motor had this on my intrigue . Possible the wiper switch but 95% sure its the motor from what you describing.

I had phantom wipers once. Went BEZERK, literally faster than fastest speed on switch, would turn on without ANY direction from stalk, speed up, slow down. stop in windshield.
It went away after the 2nd day, never happened again. Then I had to sell her, hopefully the dipcrap that bought the car didnt abuse her too bad.. I can only imagine shes found rest by now.

I had a similar wiper failure during a heavy rainstorm. I was on an interstate. Talk about a while knuckle ride  . I had to stay in the passing lane because the only thing I could see was the yellow line at the median. I'd compare it to the visibility in an automatic car wash. I replaced the wiper motor and the problem was gone. But while replacing it, I found corrosion on one or more of the electrical contacts. You could disconnect the connector, remove the wiper motor, and inspect those electrical contacts.
